Section 13
can dismiss the complaint or keep it in abeyance

(1) If the complaint or information received by the Commission or the matter investigated and investigated by the Commission at its own discretion is found to be unsubstantiated or if the matter does not fall within the jurisdiction of the Commission, the Commission may dismiss such complaint, information or matter at any time or put it on hold.
(2) In case the complaint is dismissed or kept under review according to sub-section (1), the Commission shall inform the concerned complainant within fifteen days. However, the commission will not be obliged to inform the complainant about the false complaint filed with the commission.
